German Consumer Sentiment Falls to a Three-Year Low

Households remain wary as inflation, economic worries and global conflicts keep spending subdued

Consumer sentiment in Germany fell in May to its lowest level in more than three years, according to the latest consumer barometer from the German Retail Association, or HDE, a sign that households remain cautious as higher prices and worries about the economy continue to weigh on spending.

The index declined again from the previous month, marking its sharpest drop since January 2024 and its weakest reading since February 2023. The HDE said the persistent global conflicts are dampening confidence, while inflation and concern over a soft economy are making consumers more hesitant to buy. The association said people are now looking at the economic outlook with the most pessimism since January 2023.

That matters for retailers across Germany, including food and beverage sellers, because weak consumer confidence often leads shoppers to trade down, delay purchases and rely more heavily on promotions. For wine merchants and other beverage suppliers, that can mean pressure on volumes and a shift toward lower-priced products.

The HDE said there is still no sign of a meaningful recovery in private consumption. It added that the broader economic and political climate continues to create uncertainty and keep spending restrained. Even recent relief measures approved by the federal government have not yet improved sentiment, in part because consumers remain unsure how much those steps will help.

The association also pointed to the tense geopolitical situation as another factor holding back demand. It said hopes for an economic rebound at the start of the year were undone by the Iran war, and it does not expect stronger private consumption or broader growth in the coming weeks or months.

The HDE consumer barometer is published on the first Monday of each month and is based on a survey of 1,600 people about their willingness to buy, save and spend, along with other factors tied to consumption. The HDE said the indicator is meant to show expected sentiment over the next three months rather than current behavior.
