FranceAgriMer is warning winegrowers that new European rules on vineyard planting rights are now changing how long replanting authorizations remain valid and giving some growers a limited chance to give up unused new-planting permits.
The changes come from the European “Wine Package,” which took effect on March 18, 2026, and affect the management of vineyard potential in France, especially the rules for replanting, early replanting and new plantings. The agency said the update has already begun appearing in Vitiplantation accounts and will be reflected gradually in the CVI, the national vineyard register.
Under the new rules, replanting authorizations, known as RP, and early replanting authorizations, known as RA, are now valid for 8 campaigns instead of 3. For authorizations issued on or after March 18, 2026, the validity period runs through the current campaign plus 8 additional campaigns. FranceAgriMer gave the example of an authorization issued on March 20, 2026, which would remain valid until July 31, 2034.
Authorizations that were still valid on March 18 are being extended automatically in Vitiplantation before being added to the CVI in early April. In those cases, the new expiration date is calculated from the year of issue plus 8 campaigns. FranceAgriMer cited an authorization from the 2022/23 campaign that had been set to expire in April 2026; under the new rule, it would now run until July 31, 2031.
The agency said several limits still apply. The extension does not cover new-planting authorizations, known as PN. For early replanting, growers still must complete the compensating uprooting within 4 years. And PDF documents already issued will not be changed even if the underlying validity period has been extended.
FranceAgriMer also noted that since the 2023-24 campaign, uprooting credits have been valid for 5 campaigns instead of 2. Growers must request a replanting authorization before that period ends.
The new regulation also creates a voluntary option for growers to renounce certain new-planting authorizations. This applies to authorizations issued before Jan. 1, 2025, that are still valid. Unlike replanting authorizations, these permits are not being extended and remain subject to a 3-year validity period.
The renunciation request will have to be filed through a dedicated online procedure called PAD, which is expected to open in early June 2026. The deadline will be July 28, 2026 for authorizations issued in 2023 and Dec. 31, 2026 for all others. Growers affected by the measure will be notified by email through their Vitiplantation account.
