Finance Ministry seeks to remove duplicate filings for sellers of labeled beer and low-alcohol beverages

Russia’s Finance Ministry has proposed easing reporting rules for companies and individual entrepreneurs that sell beer and low-alcohol beverages marked with identification labels, in a move aimed at reducing duplicate paperwork and administrative costs for the industry.

The draft bill, prepared by the ministry, would amend the law governing state regulation of the production and turnover of ethyl alcohol, alcoholic and alcohol-containing products, as well as restrictions on alcohol consumption, according to the Finance Ministry’s website. Under the current system, businesses report turnover data for these products to GIS MT, while also sending the same information to EGAIS. The ministry said the proposal would remove the requirement to submit that information to EGAIS, eliminating what it described as excessive duplication.

The change would apply to sellers involved in the turnover of beer and low-alcohol beverages that are subject to labeling through identification means. The ministry said the goal is to streamline the process and ease the compliance burden on market participants.

The proposal comes as Russian regulators continue to adjust reporting requirements across alcohol-related sectors in an effort to simplify oversight while keeping track of product movement through state information systems.
